Andrea A. Raila
Andrea A. Raila is a real estate tax and public policy consultant. She has a BA in economics from Loyola University's Mundelein College and was a former property tax appeal case reviewer for the Cook County Board of Review. Ms. Raila helped establish and operate the city of Chicago's first Taxpayer's Advocate Office - an agency that helped residential and business property owner's appeal their property tax assessments.
Ms. Raila served as a consultant and helped draft the Illinois Taxpayers' Federation study Taxation Without Representation - The Illinois Property Tax System. She is the author of many industry articles on property taxation. Ms. Raila is an avid speaker before civic groups and has been a guest speaker on radio and television, most recently appearing on Public Television's Chicago Tonight with the Cook County Assessor and testified before the Illinois Senate Revenue Committee and the Governor's Education Funding Advisory Board urging efforts to reduce the state's over reliance on property taxes.
Michael C. Rohrbeck
Michael C. Rohrbeck is the Administrative Manager of Andrea A. Raila & Associates. He has a BA Liberal Studies from San Diego State University, with emphases in Business Management, Psychology and Social Welfare, and a Certificate of Business Management for non-profit managers from DePaul/Center for Enterprise Development.
Mr. Rohrbeck was a former executive director of a Chicago non-profit community development corporation for 16 years. He managed relations with 14 public/private lenders and annual operating budgets of $4 million. Mr. Rohrbeck oversaw development, property management, home improvement and technical assistance efforts.
As a fellow at Loyola's Center for Urban Research & Learning (CURL), he has helped coordinate collaborative research with a number of Rogers Park and Edgewater groups on promoting early childhood, housing, and small business opportunities.
Mr. Rohrbeck co-authored a CURL collaborative research report on possible strategies for preserving affordable housing entitled: "Rogers Park: Community of Opportunity; Community of Change and Potential Affordable Housing Strategies in Rogers Park"
Mr. Rohrbeck served as President of the Chicago Rehab Network, spearheading property transfer/tax reform initiatives and representing peers on bank loan committees and housing partnerships.

Through expert testimony and appearances, Raila & Associates, Inc. continues to push for the passage of pro-consumer legislation that would give property owners a greater choice in choosing their representation in tax appeals. Long overdue legislative changes would give taxpayers a chance for quality, less political, and more affordable tax services while bringing Cook County’s antiquated tax system into uniformity with all other assessment practices in the state of Illinois.
